In December 2001 the European Council called on the European Commission to develop a system for exchanging information on all aspects of migration, which was to contribute to the establishment of a European asylum and immigration policy. In response, the Commission set up a network of national contact points as a Preparatory Action spanning the period 2004-2006. On the 10 th August 2007 a proposal was submitted by the Commission for a Council Decision establishing a European Migration Network in order to enable the EMN to work in the long term on a secure legal and financial basis after the end of the preparatory phase.
Council decision 2008/381/EC came into force with effect from the 14 th May 2008 . The main focus of the new legal instrument is to regulate participation on the EMN by all EU member states, thereby making participation mandatory.
Objective and tasks of the EMN
The objective of the EMN is to provide up-to-date, objective, reliable and comparable information on migration and asylum so as to meet the needs of the Community institutions and of Member State authorities and institutions on migration and asylum.
In order to attain this objective the network:
collects, exchanges and analyzes reliable and up-to-date information from a variety of sources;
develops methods to improve the reliability, objectivity and comparability of the relevant information;
publishes periodic reports on the migration and asylum situation in the EU;
maintains an internet-based information exchange system providing access to relevant documents and publications;
raises awareness of the EMN , by disseminating its output;
The setting up of the network at Community Level
The Ministry for Justice and Home Affairs has been designated as Malta's National Contact Point whose role is to ‘ Establish a national migration network, including a wide range of organizations and individuals active in the area of migration and asylum, including the labour, educational as well as the external relations and development aspect of migration .'

The role of the National Contact Point is to:
Prepare National Reports
Prepare an Annual Policy report with special focus on the implementation of EU legislation, legislative and administrative practices;
Carry out research studies regarding specific topics of current interest for the understanding of the migration and asylum sitaution in the EU and its Member States ;
Develop capacity to issue and respond quickly to ad hoc requests by other National Contact Points;
Contribute national data to the information exchange system;
Establish a national migration network including a wide range of organizations and individuals active in the area of migration and asylum;
Organise at least 5 EMN meetings a year to review progress in its work;
Participate in the preparation of the annual programme of activities.
Research and Analysis
Every year each NCP shall provide an annual report and a statistical report describing the migration and asylum situation in the Member State concerned, which shall include developments in the policy field and statistical data.
Each National Contact Point shall also draft comparative research studies following common specifications, covering specific migration and asylum-related issues. The results of each country will then be compiled into a synthesis report which will be published by the Commission.

1. The impact of immigration on 'MS' society.
2. Reception systems, their capacities and the social situation of asylum applicants within the reception system.
3. Illegal resident Third country national in ‘MS': state approaches towards the situation.
4. Migration and asylum in ‘MS': summary of legislation, case law and policy measures and directory of organizations, researchers and research.
5. Managed migration in the labor market - the health sector in the MS.
6. Return Migration.
7. Conditions of entry and residence of third-country high skilled workers.
One of the aims of the European Migration Network is to build a network of experts who have an interest on migration and asylum issues. The Maltese EMN National Contact Point is developing a national network involving a variety of partners, ranging from research institutes, documentation centers and non-governmental organizations active in the field of migration and asylum.
The national networks actively support the NCP by supplying information, and contributing to selected research activities. The network offers the opportunity for researchers and institutions in the field of migration and asylum to make their information available to a broader public. Network partners will also have their own research and contact information published in the EMN newsletter, allowing for greater publicity of their own organisation and work.
